Horizons Architecture (HA) is a Mexican advanced research and AI development company. We work with institutions facing complex planning and decision-making challenges, through a proprietary methodology and applied artificial intelligence systems.
OPENING A NEW PARADIGM
The Horizons Architecture methodology originated at the Laboratory for Entrepreneurship and Transformation (LET) within the School of Government and Public Transformation at Tecnológico de Monterrey, where it was developed from 2016 onward, grounded in the study of complex adaptive systems, transdisciplinary approaches, and computational methods.
Horizons Architecture Systems was founded in 2023 and today works with institutional clients in government, higher education, and international organizations.

THE PURPOSE OF HA
The methodology integrates systems thinking and artificial intelligence to address complex endeavors in a way that builds individual and collective legacies. On that basis, HA documents the analytical work of each project and structures it as a body of knowledge that generates value over time, both for the organizations it collaborates with and for the AI systems that operate alongside them.
OUR PRINCIPLES
People are at the center of every project. The technology and artificial intelligence we apply serve human decision-making, collaboration between teams, and the strengthening of capabilities within organizations.
The AI systems we develop work alongside people, not in their place. Each tool HA builds is designed to expand the analytical and decision-making capacity of human teams.
Each project begins from a concrete need and is oriented toward verifiable results. Artificial intelligence and data are means that are applied when they bring clarity to decision-making and structure to planning.
Context changes, and the approach adapts with it. HA continuously updates its tools, its data sources, and its methods of analysis so that each project responds to the real conditions of the moment.
HA's methodology is designed to operate at different scales, from a person structuring their own project to an institution coordinating multiple actors across a territory. This application at different scales is part of its design and allows HA's technology and analysis to be relevant for diverse contexts and profiles.
The AI systems HA develops operate with clear criteria of transparency, traceability, and respect for organizations' data. The relationship between AI tools and the people who use them is designed with human oversight at every stage.
MEET THE TEAM
Edgar Barroso holds a PhD from Harvard and is a professor at Tecnológico de Monterrey, where he created the Horizons Architecture methodology through his research at the Laboratory for Entrepreneurship and Transformation (LET). With over 22 years of professional experience at the intersection of complex adaptive systems, compositional theory, and applied computational methods, he founded Horizons Architecture in 2023 to bring this body of work into institutional practice. Edgar has also established initiatives such as Antena Labs and Casa Antena, focused on emerging technologies and digital inclusion in Mexico. He received the Premio Rómulo Garza (2025) and currently resides in Switzerland. More at edgarbarroso.info.
Oscar Díaz leads the technical architecture of HA's AI and data systems. With over 11 years of experience, his work centers on designing coherent, scalable, and governable AI systems for complex organizational environments. Oscar collaborates with institutions and multidisciplinary teams to translate strategic intent into production-ready AI architectures, and he is HA's legal representative for corporate matters.
Javier Ocampo manages HA's finances, institutional processes, and brand operations. With 21 years of experience in technology, communication, and strategy, he coordinates the company's editorial and operational standards. Javier has a background in computer science and an MBA with a specialization in strategy.
